For users to be able to open HTML packages, it is necessary for an ADMIN user to deactivate the Prevent HTML documents from opening in the Viewer page toggle in the Security section of the Portal menu.
If HTML packages contain JavaScript, it is also necessary to deactivate the Restrict scripts loading to the portal origin toggle, or the JavaScript will not run.
